2026年度IIPP依預定實習起始月份分為三個申請梯次，申請及媒合截止日分別為2026年2月13日、4月15日及7月15日。截至2026年8月4日，各梯次均已截止。後續年度之招生名額、申請期間、實習期程及補助規定，請以國家科學及技術委員會、IIPP計畫辦公室及本校全球事務處最新公告為準。
「外籍人才來臺實習試辦專案」（International Internship Pilot Program, IIPP）由國家科學及技術委員會推動，並由財團法人國家實驗研究院科技政策研究與資訊中心執行。計畫透過臺灣大專校院、研究機構及實驗室提供短期研究實習機會，使國際學生實際參與臺灣科研與學術環境，認識我國研究能量、創新發展及多元文化，並建立與臺灣學研機構及產業的長期連結，進一步鼓勵優秀國際人才來臺升學或就業。
國立清華大學為IIPP實習機構之一。實際開放之研究主題、實習內容、學術條件、專業能力要求、實習日期及錄取名額，均依IIPP官方平台所刊登之本校計畫主持人職缺為準。申請人應於提出申請前詳閱職缺說明，並確認其學術背景、研究興趣及可實習期間符合該職缺需求。
申請人須具外國國籍，並於海外大專校院正式就讀學士、碩士或博士學位課程；自提出申請起至實習結束前，均須持續保有有效在學身分。申請人的專業領域應符合臺灣重點研究領域，或具有人文及社會科學相關學術背景。
中國大陸、香港或澳門地區人士，以及在中國大陸、香港或澳門地區之學校就讀者，不具申請資格。IIPP原則上不設申請年齡上限，但每人僅得接受一次本計畫補助。申請人亦應具備完成研究實習、參與團隊工作及與計畫主持人溝通所需之語言能力。個別計畫主持人得依職缺性質，另訂學位階段、主修領域、研究經驗、實驗技能、程式能力或語言能力等條件。
依2026年度規定，IIPP實習得於2026年6月至2027年2月間辦理，惟實習生來臺開始實習之日期不得晚於2026年12月31日。每次實習須連續進行至少28日、至多90日，不得拆分為不同期間辦理；年度錄取上限為600名。
經國科會正式核定之實習生，按實際核定之實習日數獲每日新臺幣1,000元補助，每人最多補助90日。補助款由實習機構按月辦理，實習開始前不預先發放；首筆款項原則上於實習開始後30個工作日內撥付，後續款項則依實習生出勤及報告繳交情形辦理。實習生於核定期間內，不得重複領取我國其他政府機關提供之同性質補助。
實習期間原則上不得延長、改列其他梯次，亦不得未經核准自行更換實習機構或計畫主持人。因不可抗力或簽證因素確有調整必要者，應由計畫主持人依IIPP規定事先提出申請。
申請人須於IIPP官方申請平台建立帳號、詳閱申請條款、完成線上個人資料及申請問題，並於所屬梯次期限前上傳完整文件。標準申請文件包括：
個人履歷得採英文版本，或分別提供中、英文版本；每一語言版本以兩頁A4為限。自我介紹影片得使用英文、中文或預定計畫主持人熟悉之語言，並作為申請人溝通及語言能力之參考。個別職缺亦可能要求申請人另行提供成績單、研究計畫、讀書計畫、作品集、論文或出版清單、程式作品、技術能力證明等資料。文件不完整、不符規定或逾期提出者，將不予受理。
申請人完成帳號及基本資格審查後，可於IIPP平台依實習機構或計畫主持人查詢職缺。有意至國立清華大學實習者，應查詢本校名下之職缺，並依個人研究背景、專業技能及實習目標選擇適合之研究團隊。
申請資料送出後，由計畫主持人依研究計畫需求進行審查，並得要求補充資料或安排面談。雙方確認實習意願後，須於該梯次截止日前在系統完成媒合，計畫主持人亦須於期限內上傳主持人同意文件。
完成計畫主持人媒合不等同正式錄取。案件仍須送交IIPP計畫辦公室複審，審查內容可能包括申請人過往學業表現、研究潛力、原就讀學校之學術影響力、語言能力、申請資料與職缺之關聯性，以及計畫主持人之推薦意見。
經複審核准者，通常於預定實習起始日前約8至10週收到IIPP錄取通知。申請人應於收到通知後一週內，依平台指示提交相關聲明及指定文件；待國科會正式函文確認後，始完成錄取程序。在取得正式核定文件前，不宜購買無法退費之機票或進行不可撤回之旅程安排。
獲錄取之實習生應依其國籍、居住地及預定停留期間，自行向中華民國駐外館處確認適用之簽證及入境規定。申請簽證時，通常須檢附IIPP錄取通知，以及由計畫主持人轉交之國科會正式函文；是否核發簽證，仍由受理案件之駐外館處依相關規定審定。獲得IIPP錄取資格並不等同當然取得簽證或入境許可。
實習生應自行負擔來回機票、簽證費、住宿、膳食、保險、臺灣境內交通、水電、網路及實習機構可能收取之設施或設備使用費。即使本校實習單位協助提供住宿資訊或安排管道，相關費用原則上仍由實習生自行負擔。每日新臺幣1,000元補助為實習生活補助，並非全額旅費或生活費。
實習期間，實習生須遵守中華民國法令、國立清華大學校規、實習單位管理規定、實驗室安全、研究倫理、資訊安全、保密及智慧財產權規範，並依期限完成出勤紀錄、每月報告及期末報告。未依規定繳交報告、出勤狀況不佳或有重大違規情形者，可能遭延後撥款、減少補助、終止實習，或追回已發放之全部或部分補助。
有意提供IIPP職缺之本校教師，原則上須於申請前近三年內，曾擔任政府機關或校內補助研究計畫之主持人或共同主持人。計畫主持人應負責刊登正確完整之職缺資訊、審查申請人、完成媒合及同意程序，並於實習期間提供適當研究指導，協助實習生與本地學生交流及認識臺灣，同時配合本校與IIPP計畫辦公室辦理經費、出勤、報告、抵臺及離境等行政作業。
依2026年度規定，每指導一名實習生，計畫主持人於實習生完成實習、繳交應繳報告並離臺後，得獲核發最高新臺幣10,000元之實習指導費。原則上每位主持人指導一名實習生；符合國籍多元性或計畫規定者，得例外至多指導兩名。

The 2026 IIPP cycle had three application and matching deadlines based on the proposed internship starting month: February 13, April 15, and July 15, 2026. As of August 4, 2026, all three deadlines have passed. Applicants and National Tsing Hua University faculty members interested in a future cycle should follow the latest announcements issued by the National Science and Technology Council, the IIPP Program Office, and the NTHU Office of Global Affairs. Annual quotas, application windows, internship dates, and subsidy arrangements may be revised.
The International Internship Pilot Program, abbreviated as IIPP, is an initiative of Taiwan’s National Science and Technology Council, or NSTC. The program is administered by the Science & Technology Policy Research and Information Center, STPI, of the National Institutes of Applied Research, NIAR. It provides qualified international students with short-term research internship opportunities at universities, academic institutions, research organizations, and laboratories in Taiwan.
Under the supervision of a principal investigator, or PI, interns participate in research and learning activities, gain first-hand knowledge of Taiwan’s academic and research environment, interact with local students, and become familiar with Taiwan’s scientific strengths, innovation ecosystem, and diverse culture. The program is intended to establish lasting connections between promising international talent and Taiwan’s academic, research, and high-technology sectors, while encouraging outstanding students to consider further study or professional opportunities in Taiwan.
National Tsing Hua University, NTHU, is one of the participating host institutions. Available NTHU placements are determined by internship positions posted by eligible NTHU PIs on the official IIPP platform. Research topics, duties, academic prerequisites, preferred qualifications, internship dates, and available places vary by position. Applicants should review the complete description of each opportunity and confirm that their academic background, research interests, and available internship period meet the requirements before applying.
An applicant must be a foreign national formally enrolled in a bachelor’s, master’s, or doctoral degree program at an overseas college or university. Valid student enrollment must be maintained continuously from the date of application through completion of the internship. Applicants should be studying in a field related to Taiwan’s priority research areas or have an academic background in the humanities or social sciences.
Nationals of Mainland China, Hong Kong, or Macau are not eligible. Foreign nationals studying at an institution located in Mainland China, Hong Kong, or Macau are also ineligible. The program does not impose an age limit; however, each individual may receive IIPP support only once.
Applicants must possess the academic preparation, research potential, and language ability required to complete the proposed internship and communicate effectively with the supervising PI and research team. Individual PIs may establish additional requirements relating to academic level, major, technical skills, laboratory experience, research background, software proficiency, or language ability.
Under the 2026 guidelines, internships may take place between June 2026 and February 2027, provided that the internship begins no later than December 31, 2026. Each placement must consist of at least 28 and no more than 90 consecutive calendar days. An internship may not be divided into separate periods. The maximum annual admission quota for 2026 is 600 interns.
An intern who receives final approval is eligible for an NSTC subsidy of NTD 1,000 for each approved internship day, for a maximum of 90 days. The final amount is calculated according to the approved internship period. The subsidy is disbursed monthly by the host institution and is not paid before the internship begins. The first payment is generally issued within 30 working days after the internship starts. Subsequent payments are subject to the timely submission of attendance records and required reports.
The subsidy is intended as a contribution toward internship-related living expenses and does not cover all costs of travel or residence in Taiwan. During the approved internship period, an intern may not receive overlapping financial support of the same nature from another Taiwan government agency.
Extensions, transfers to another application batch, or unauthorized changes of host institution or PI are not permitted. Where an adjustment is necessary because of force majeure or visa-related circumstances, the PI must submit the request in advance in accordance with IIPP procedures.
Applications must be submitted through the official IIPP online platform. Applicants are required to create an account, review the applicable terms and conditions, complete the online profile and application questions, and upload all required materials before the deadline for the relevant cycle.

A curriculum vitae may be submitted in English or in separate English and Chinese versions. Each language version is limited to two A4 pages. The self-introduction may be presented in English, Chinese, or another language understood by the prospective PI and serves as evidence of the applicant’s communication ability.
Depending on the nature of the NTHU position, a PI may request additional documents, such as an academic transcript, statement of purpose, research proposal, portfolio, writing sample, publication list, coding sample, or evidence of relevant technical or laboratory skills. Applicants are responsible for ensuring that all information is accurate, complete, and submitted within the announced period. Incomplete, non-compliant, or late applications will not be processed.
After the applicant’s account and basic eligibility have been reviewed, the applicant may search the official platform for internship opportunities by institution or by PI. Applicants interested in NTHU should review the positions listed under National Tsing Hua University and identify opportunities that reasonably match their academic background, professional skills, research interests, and proposed internship period.
The applicant submits an application through the platform, and the PI evaluates the materials in relation to the project’s requirements. The PI may request supplementary information or arrange an online interview. When the applicant and PI agree to proceed, the matching process must be completed in the system before the deadline applicable to the proposed internship starting month. The PI must also upload the required PI Consent Form by the same deadline.
Completion of a match with a PI does not constitute final admission. The matched application is forwarded to the IIPP Program Office for secondary review. The review may consider the applicant’s previous academic performance and future potential, the academic standing and influence of the applicant’s home institution, language ability, the PI’s recommendation, the relevance and quality of the application materials, and applicable policy considerations.
Applicants who pass the secondary review generally receive an IIPP Admission Notice approximately eight to ten weeks before the planned internship starting date. The applicant must then submit the required declarations and documents through the platform within one week. Participation is formally confirmed only after the NSTC issues its official approval document. Applicants should not purchase non-refundable tickets or make irreversible travel arrangements solely on the basis of a preliminary match with a PI.
Each admitted intern is responsible for confirming the appropriate visa and entry requirements according to the intern’s nationality, place of residence, and intended length of stay. Visa applications are reviewed and decided by the relevant overseas mission of the Republic of China, Taiwan, rather than by NTHU or the IIPP Program Office.
An admitted intern will normally need to present the IIPP Admission Notice and the NSTC official document forwarded by the PI, together with any additional documents required by the overseas mission. Admission to IIPP does not automatically guarantee the issuance of a visa or permission to enter Taiwan.
Interns are responsible for their own airfare, visa fees, accommodation, meals, local transportation, insurance, electricity, internet charges, and any facility or internship-related fees required by the host institution. Even when an NTHU host unit assists with accommodation information or arrangements, the associated expenses remain the intern’s responsibility unless otherwise expressly confirmed. The daily NTD 1,000 subsidy is not a full travel grant or comprehensive living allowance.
Throughout the internship, participants must comply with the laws and regulations of Taiwan, NTHU regulations, host-unit rules, laboratory safety procedures, research ethics, confidentiality obligations, information-security requirements, and applicable intellectual-property policies. Ownership and use of research results produced during the internship are governed by the policies of the PI’s home institution and any agreement applicable to the project.
Interns must maintain satisfactory attendance and submit all reports and records required by the PI, NTHU, the IIPP platform, and the Program Office. Under the current IIPP arrangements, monthly and final reports must be submitted according to the deadlines stated in the platform and admission documents.
Failure to submit required reports or attendance records, unsatisfactory participation, or a serious violation of applicable regulations may delay payment, reduce the amount of subsidy, terminate the internship, or result in recovery of all or part of a subsidy already disbursed.
An NTHU faculty member wishing to offer an IIPP position should, in principle, have served within the preceding three years as a PI or co-PI of a research project funded by a government agency or by the University. Eligible projects may include government-funded research, university-funded research, industry-academia collaboration, or bilateral cooperation projects, subject to the applicable IIPP rules.
The PI is responsible for posting an accurate and complete internship opportunity, reviewing candidates, completing the matching and consent procedures, providing appropriate research supervision, assisting the intern in interacting with local students and understanding Taiwan, and cooperating with institutional and IIPP administrative requirements. The PI and host unit must also support the necessary admission-document, funding, attendance, reporting, arrival, and departure procedures.
Under the 2026 guidelines, a PI may receive an internship advising fee of up to NTD 10,000 for each intern after the intern completes the placement, submits the required reports, and leaves Taiwan. In principle, one PI supervises one intern. An exception allowing up to two interns may be granted where nationality-diversity or other applicable program requirements are satisfied.

The NTHU coordinator provides university-level administrative coordination and general guidance concerning IIPP participation at NTHU. Decisions concerning applicant eligibility, matching, final admission, subsidy approval, visa issuance, and entry into Taiwan remain subject to the authority and review of the relevant PI, the IIPP Program Office, the NSTC, the competent overseas mission, and other responsible government agencies.

Taiwan’s Ministry of Education launched the Taiwan Experience Education Program (TEEP) to encourage more international students to participate in short-term professional internship projects organized by Taiwanese universities and colleges. TEEP also provides international students with opportunities to gain an in-depth educational experience in Taiwan while preparing themselves for the Asian job market.
TEEP programs are also available in emerging fields such as Information and Communication Technology (ICT), the Internet of Things (IoT), Blockchain Technology, Semiconductors, 5G Wireless Communications, Advanced Manufacturing, Smart Manufacturing, Robotics, Green Energy, Biosensors, Logistics Management, Molecular Biology, and Smart Healthcare.
TEEP programs are diverse and independent. The curriculum, timeline, and application process vary by university and program. Therefore, applicants should first choose a program that interests them and contact the program coordinator directly to confirm the application process and obtain further information.
